Kars Airport MV/LV SCADA and IEC 61850 Integration Project
A SCADA system built to monitor and control the medium and low voltage side of the airport electrical distribution system from a single centre. Protection relays in the regulator building and the transformer substations are collected over IEC 61850, and the data is transferred to Citect SCADA using IEC 60870-5-104.
Scope of work
- Integration of 8 Schneider P3U30 MV protection relays in the regulator building
- Integration of P3U30 relays in 5 transformer substations

Technical solution
Why IEC 61850
Collecting protection relays over IEC 61850 rather than classic serial protocols gives both a standard data model and the ability to build fast interlocking and blocking functions through GOOSE messaging between relays. In an outage-sensitive facility such as an airport, this means protection coordination runs independently of the SCADA.
Protocol conversion
Data collected on the field side over IEC 61850 MMS/GOOSE is converted to IEC 60870-5-104 on the WAGO PFC300 RTU and passed to Citect SCADA. This two-layer structure separates the field protocol from the control-centre protocol, so the field infrastructure survives even if the SCADA software is later replaced.
Fibre ring redundancy
The backbone is built on a fibre ring of 7 nodes. With the ERPS (G.8032) ring protection protocol, communication is re-established in under 50 milliseconds when a fibre is cut. A copper ring is also provided at the access layer, so a single cable fault does not stop the whole monitoring system.
Citect SCADA 7.3
The control centre displays MV/LV single line diagrams, cubicle states, protection relay data and energy values. Event and alarm records are time-stamped, allowing post-fault analysis to be carried out on those records.
Outcome
The medium and low voltage side of the airport electrical infrastructure is being brought under single-centre monitoring over a redundant communication backbone. The project is currently in progress.
